I don't think that's so much a rule as it is a "It looks like no-one's home, never mind that house"
If it is a rule of some sort then it's not a rule over here.
However, I don't think my family wants to walk around the house in the dark so......
Also my parents don't seem to mind them as much as I do.

I was going to leave my dog on the inside of the door because she'd start barking mad whenever the kids came near or knocked on the door.
My father wouldn't let me though.
